This is not a bribery map
The Money tab on the Germany desk is the part readers want to treat as a court. It is the part that must not be.
Bribery is a crime. Almost none of what the tab shows is. German parties take legal Grosspenden. Associations file lobby-register spend. Ministers walk in from companies. Unions have a century of structure that never shows up as a one-line Bundestag notice. The tab is an access map: who is already in the room when the phone rings.
The on-desk disclaimer is the method, compressed:
This is not a bribery map. Bribery is a crime; almost none of this is. These are the legal pipes: Grosspenden over €35k (Bundestag notices), the federal lobby register (2024 spend bands), revolving-door jobs, and the associations that already have the appointment. Access is not a verdict. Amounts are disclosed totals from public notices and LobbyControl / DonationWatch / Finanzwende tallies through early September 2026 — not a full forensic audit.
If you need a one-line epistemology: we score disclosed proximity, not secret intent.
The unit is “first call,” not “bought vote”
Each party gets a 0–10 ear score per sector — finance, cars, energy, unions, campaigns, farms, defence, tech, patrons. 0 means they can ignore the call. 10 means they pick up first.
That number is editorial. It is not a regression on euros. A €500k crypto cheque does not automatically beat a works-council machine that never files a Grosspende. Union dues are not a Großspende; they are how the SPD still has a floor. Campact is a Grosspende and an email list. Thomas Stanger writing seven figures to BSW is a patron, not a sector.
The scale exists so you can compare doors. It does not exist so you can say “the CDU is owned by GDV.” GDV spent €15.3m in 2024 just to be in the room. That is access priced as overhead. The verdict we refuse: that overhead is a contract on a law.
Four pipes, and why each one lies a little
1. Grosspenden (Bundestag notices over €35k)
German law makes large gifts visible. The desk uses the notices, and the running tallies that DonationWatch and Finanzwende keep from those notices, for the current cycle (labelled “Grosspenden since Jan 2025” unless a party’s books are weirder than that).
Worked examples on this deploy:
- CDU — €8.0m. Still the business party on the chequebook. Stephan Schambach €500k. DVAG spreading cash across five parties, fattest slice to the Union. Bitpanda €500k (and the same cheque to SPD, FDP, a smaller one to CSU). Magdeburg’s Verein Wirtschaft für Demokratie, fresh in September 2026. Philip Harting Familienstiftung €50k.
- AfD — ~€5.2m. Almost no Verbände, almost no DAX. Winfried Stöcker €1.5m (record gift). Hartmut Issmer still writing. Concentration is the point: patrons, not sectors.
- SPD — €2.5m. Smaller chequebook than the Union. Campact €310k in August 2026 (Greens the same week). Bitpanda €500k, noticed because it is unusual for Social Democrats. The real money is older than the notices: DGB, IG Metall, ver.di.
- Greens — €0.60m disclosed in 2026 so far. Campact is the ATM. Out of government, back on campaign donations.
- FDP — €4.3m+ after they left the Bundestag. Banks, start-ups, DVAG, Bitpanda. The liberal brand is still a product industry wants on the shelf.
- BSW — €3.15m+. Thomas Stanger. Then Thomas Stanger again. A party with a patron. Missed the Bundestag by 9,529 votes on his dime.
- Die Linke — “refused.” Officially no company donations. Members, mandate-holder dues, the odd Campact cheque.
- SSW — Danish minority funds. Sydslesvigudvalget / Kulturstyrelsen, recurring, legal, unique. Copenhagen already paid.
What the pipe misses: everything under €35k, membership dues, in-kind, municipal, and the quiet lunch. A party can be captured by a milieu and look “clean” on Grosspenden. Die Linke is the exhibit. AfD can look “small donor” in the folklore and still be a handful of rich men in the notices. Both facts can be true. The tab shows the notices and then writes the milieu in the blurb.
2. Lobby register (2024 spend bands)
The federal register is a spend story, not a gift story. The desk’s shop list is the 2024 bands, the ones LobbyControl actually ranks.
Top of the room on this deploy: GDV (insurers) €15.3m / 90+ people. Then vzbv (consumer centres) €12.7m — the rare civil-society shop in the top three. VDA (cars) €9.9m. BDEW €9.3m. VCI €9.2m. VKU €8.2m (Stadtwerke; Reiche used to run this shop). BDI €7.8m. Wirtschaftsrat der CDU €5.3m — a lobby that is also a party club. Bankenverband €5.1m. vfa (pharma) €5.1m. Bitkom €5.0m.
Read the register as who paid to stand in the corridor, not who won the vote. vzbv’s number is the tell: civil society can outspend a sector and still not be “the establishment” in the way VDA is. The ear column on each shop — which parties take the meeting — is editorial, from public fights, not from leaked calendars.
3. Revolving doors
A ministry is a door. The desk names the short walks.
Katherina Reiche, Economy & Energy: VKU, then Westenergie/E.ON CEO, then the ministry. Sworn in while still on the lobby register. Energy score 10. The shortest walk in this cabinet.
Karsten Wildberger, Digital: Ceconomy CEO, Wirtschaftsrat vice-president. Bitkom’s dream appointment. No cooling-off. The lobby asked for a digital ministry and sent one of their own.
Carsten Linnemann, Health: Mittelstand favourite parked on the most expensive social file. Insurers will take the meeting.
Alois Rainer, Agriculture & Heimat: Bauernverband doorbell. The ministry exists so the rural veto has a building.
Friedrich Merz: BlackRock years, Atlantik-Brücke chair. The left still calls him the BlackRock chancellor. Industry does not have to introduce itself.
This pipe is qualitative. There is no honest way to turn “used to run E.ON” into a euro figure that belongs next to a Grosspende. We put it on the person dossier and on the sector ear, and we say so.
4. Structure that never files a notice
IG Metall does not show up as a CDU-style cheque. Mandate-holder dues at Die Linke are an internal tax. The Wirtschaftsrat is beside the CDU, not outside it. East German SME networks around the AfD do not want the register. Copenhagen funds the SSW as minority protection.
If you only rank Grosspenden, you conclude the Union is “the money party” and miss that labour law is a century-old machine, that BSW is one man in Konstanz, and that the AfD’s capture risk is a patron, not a Verband. The blurbs exist to stop that mistake. The 0–10 scores exist to encode it. Neither is a spreadsheet you can FOIA.
How a score is actually assigned
Take finance.
CDU sits at 8: insurers, DVAG, asset-manager rolodex, Wirtschaftsrat, BlackRock folklore that is also a career. FDP sits at 8 on the way out of the Bundestag because banks still want the product. SPD sits at 4 on gifts and 6 on Klingbeil’s ministry — holding Finance is a door even when the chequebook is smaller. AfD sits at 2: almost no bank will be seen there. Die Linke sits at 0 on corporate finance by policy.
Take unions.
SPD 9, Linke 7, Greens 4, Union 2. DGB is not a Grosspende. It is the floor. Scoring otherwise would launder the oldest machine in the building into “they look poor on DonationWatch.”
Take patrons (the “individuals” sector).
AfD 10, BSW 10, CDU 7, Greens 4, Linke 2. That is how you say “named millionaires” without pretending Stöcker is the same object as VDA.
If two parties feel adjacent, we look at: disclosed cycle sum, who the named donors are, which lobby shops list them as an ear, who walked into which ministry, and what the public fights of 2025–26 actually were. Then we argue in the blurb. Disagreement is expected. A hidden formula would be a lie.
What we refuse to do
- No crime talk. Access is not corruption. Corruption, when it exists, is for prosecutors.
- No live tick. Notices land in batches. This deploy’s money figures run through early September 2026. The Germany chrome snapshot is 21 September 2026. The United States chrome snapshot is 14 September 2026. If a €2m cheque lands tomorrow, it is not on the needle until we cut a new snapshot.
- No US copy-paste. There is no staffed US money map yet. FEC graphs are a different legal object. Empty US chrome is not a fake donor list.
- No invented donors. Every named cheque on the tab comes from a public notice or a named tally. If we cannot point at DonationWatch, LobbyControl, Finanzwende, or the Bundestag, it does not ship.
- No voting advice. A high finance ear on the CDU does not tell you to vote Greens. It tells you who gets the first call if you want a Restschuldversicherung rule to move.
Why this belongs next to the pause file
The instinct is the same. Amodei’s plan names METR as the badge inside the lab. The Germany Money tab names GDV, Campact, Stöcker, Reiche’s old desk. In both cases the honest question is not “did money change a soul.” It is which coalition already has the appointment, and what happens if we pretend that appointment is neutrality.
Political money in Berlin is more visible than AI-eval money in Berkeley. That is the point of Grosspenden law. We use the visibility. We do not pretend visibility is the whole animal.
Open the Money tab on the Germany desk and read the disclaimer again before you quote a 10. Then, if you want the other rabbit hole — who funds the people a frontier lab wants to badge — read Who Funds the Pause?.
