House still a three-seat majority with two vacancies
Clerk of the House list: 218 R, 214 D, 1 independent, vacancies in FL-20 and TX-23. Speaker Johnson’s gavel is arithmetic, not a mandate. Specials pending; this desk will not invent their winners.

The United States is run by a Republican trifecta that is thinner than the speeches: Donald Trump in the White House, 53 Republican senators, and a House of 218–214 with two vacancies as of 2 Sep 2026. The Federal Reserve is a separate building — Kevin Warsh took the chair in May 2026. Democrats hold the minority podiums (Jeffries, Schumer) and the states that still look like countries (California). Midterms are 3 November. That is the whole landscape.
La stanza
435 House seats · 218 to control · 2 vacant not drawn
L'accordo
White House + Senate 53 + House 218–214 (2 vacancies on the Clerk’s 2 Sep list). Majority in the House is 218. The gavel is arithmetic. The Fed is not in the room.
L'umore

Solid = Economist/YouGov likely voters, 18–21 Sep 2026 (Democrats 52, Republicans 38). Ghost = 2024 popular vote. Third parties are not in that question. Not a forecast.

La tendenza
Misto di sondaggisti pubblici — non una previsione
La spaccatura
A cartogram split, not a census. Coasts lean Democratic; the hinges and Texas lean Republican.
La discrepanza
The House is frozen until 3 Nov 2026. Beige is the share of 435 seats. Blue is the Economist/YouGov likely-voter ballot for 18–21 September 2026, not a forecast.
I volti

L'indicatore offensivo
Chi fa crescere la torta, chi sceglie la lotta con il lavoro. Il gabinetto si riunisce a 58 / 100. This gauge is an editorial reading, not a court and not a prize. Each person is scored on six axes from public acts this term: energy, hiring, capital, building, hours in work, and red tape. The number is the average of those axes, times ten. If every axis were still the untouched midpoint, the label would say not scored. Open a row for the axis breakdown, so one word is not the whole record.

2024 federal lobbying: $4.45bn. Super PACs: $2.69bn in independent expenditures. Dark-money estimate: $1.9bn (Brennan). PhRMA $31.7m LDA; oil & gas $154.5m as a class. Scales for access — not a bribery charge. Fact vs inference labelled.

Clerk of the House list: 218 R, 214 D, 1 independent, vacancies in FL-20 and TX-23. Speaker Johnson’s gavel is arithmetic, not a mandate. Specials pending; this desk will not invent their winners.
Official Senate calendar for 14 Sep 2026: 53 Republicans, 45 Democrats, 2 independents. Class 2 is on the 2026 ballot. Majority leader Thune; minority Schumer. Confirmations are the easy part.
Powell’s four-year chair term ended. Warsh, a former governor, succeeded 22 May 2026. Powell stays a governor until 2028 unless he resigns. In June the Supreme Court blocked an attempt to fire governor Lisa Cook — independence as a holding, not a slogan.
Senate 50–49 on 8 Aug, sworn 10 Aug. Bondi had been fired 2 Apr 2026. Trump’s former defense lawyer now runs Main Justice, FBI included. The file is immigration volume and a shorter leash.
Kristi Noem was fired 5 Mar 2026. Senator Markwayne Mullin of Oklahoma was confirmed to Homeland Security and seated 24 Mar. Border and interior enforcement change faces, not the statute.
Election day is 3 Nov 2026. Generic-ballot prints bounce; this desk will not freeze a fake composite. Historically the president’s party loses House seats. Historically is not 2018, 2022, or a law of physics.
Politica 101
Two chambers, two majorities, one statute book. The House is population. The Senate is states. Both have to say yes.
The 119th Congress (2025–27) is still sitting as of 14 Sep 2026 — midterms are 3 Nov 2026. House: 435 seats, 218 to control. Clerk’s list 2 Sep 2026: 218 R, 214 D, 1 independent, 2 vacancies (FL-20, TX-23). Senate: 100 seats, 53 R, 45 D, 2 independents who caucus with Democrats. A bill needs both, then a presidential signature — or 2/3 to override. This is not a parliament that elects a chancellor.
America runs an elected executive, not a coalition contract. Agencies live or die on the Oval’s calendar.
Trump is head of state and head of government. Cabinet secretaries serve at pleasure after Senate confirmation. Executive orders, IEEPA, and OMB can move faster than the House’s 218. That is why a trifecta still governs by memo: the House majority is too thin for a weekly omnibus. The vice president breaks Senate ties and waits.
A statutory independent central bank. The president picks the chair. He does not pick the 2% target by tweet — in theory.
The Board of Governors has staggered 14-year terms. The chair’s term is four years; Powell’s chair term ended May 2026 and Kevin Warsh succeeded on 22 May 2026. Powell remains a governor until January 2028 unless he leaves. In June 2026 the Supreme Court blocked an attempt to fire governor Lisa Cook. Dual mandate: jobs and prices. The 10-year Treasury is the adult scoreboard.
EPA, FDA, FTC, FCC, SEC, CFPB, FERC, NRC, OSHA, BIS. Congress writes verbs. These desks write the country.
After Loper Bright (2024) killed Chevron deference, courts read statutes more tightly and agencies cannot lean on ‘we know best’ as easily. Trump’s EPA (Zeldin) and OMB (Vought) are the deregulatory pair. BIS inside Commerce is the China-tech chokepoint. CFPB is the Warren-built consumer cop the GOP would like smaller. FERC and NRC decide whether power plants connect. If you care about growth, you care about these more than the Senate lunch.
Housing, power siting, criminal law, abortion after Dobbs, elections administration. Washington is not Berlin.
There is no equivalent of the Bundesrat as a second elected chamber of states — the Senate is malapportioned states. Governors (Newsom, and whoever wins TX/FL/NY) run labour markets the White House only lectures. PUCs site gas plants. School boards do culture. A national industrial policy that ignores Texas ERCOT and California CEQA is a press release.
First-past-the-post, presidentialism, ballot-access law. Libertarians and Greens exist. They do not govern.
Duverger is not a vibe. The Electoral College and single-member House districts punish third parties. Independents in the Senate caucus with Democrats for committee cards. Fusion and ranked-choice experiments are local. On this desk the compass still has a Libertarian and a Green so you can see the edge — not because they have a whip.
Most Senate legislation needs 60 to end debate. Budget reconciliation does not. That is the whole game.
Thune has 53 Republicans. That confirms a cabinet. It does not pass a partisan climate bill. Reconciliation is the once-or-twice-a-year cheat code (tax, spending, deficits) with Byrd Rule limits. Nominations are now simple majority after the nuclear precedents. If someone promises a statute with 53 votes, ask whether they mean reconciliation or a fantasy.
You can lose more voters and still win. 2024: Trump took the map and a popular-vote plurality.
538 electors. 270 to win. States are winner-take-all except ME and NE. 2024 certified: Trump 312, Harris 226, popular vote roughly 49.8%–48.3%. The House is a different map (districts, 2020 census for the 2020s). Midterms in 2026 will not pick a president. They can take the gavel.
The whole House, a third of the Senate. Historically the president’s party bleeds. Historically is not a promise.
All 435 House seats. Senate Class 2 (34 seats) — more Republican-held seats are up than Democratic ones in this class, which is why GOP strategists sleep worse than the 53-seat headline. This snapshot is 14 Sep 2026: early voting machines, not a result. The desk will not invent a generic-ballot average from a single unnamed poll.
Citizens United, Super PACs, party committees, 501(c)(4) fog. 2024: $4.45bn federal lobbying, $2.69bn Super PAC independent expenditures, $1.9bn dark-money estimate. Disclosure is partial. Bribery is a different crime.
Federal candidate committees report to the FEC. Hard-dollar caps are indexed (2023–24: $3,300 per individual per election to a candidate). Super PACs — after Citizens United (2010) and SpeechNow (2010) — can raise unlimited sums from corporations, unions, and people, spend unlimited independent expenditures, and must not give to or legally coordinate with the candidate. OpenSecrets Super PAC table for 2023–24: $5.10bn raised, $2.69bn in independent expenditures. MAGA Inc $377m IE; Future Forward USA $510m IE on the outside-spending rollup; America PAC $172m IE. 501(c)(4) social-welfare groups need not name their donors; OpenSecrets shows only ~$50m of direct 501(c) outside spend reported to the FEC — Brennan Center estimates $1.9bn of dark money in 2024 federal races, including $1.3bn from non-disclosing groups and shells into Super PACs. That estimate is theirs, not a desk audit. ActBlue and WinRed are processors. LDA lobbying is the year-round pipe: $4.45bn federal in 2024 (OpenSecrets / Senate LDA) — pharma/health products $392m as an industry, FIRE $645m as a sector, communications/electronics $599m, energy/natural resources $441m, defense $159m. PhRMA $31.7m, Chamber $76.4m, Realtors $86.4m, Meta $24.4m. This desk’s money tab is access and disclosed pipes — not a RICO memo. Fact vs inference is labelled. Unknowns stay unknown.

Work
The federal minimum wage for covered nonexempt employees is 7.25 dollars an hour, effective 24 July 2009. Where a state rate is higher, the higher rate applies.
Taxes
For tax year 2026 the standard deduction is 16,100 dollars for a single filer, 32,200 dollars for a married couple filing jointly, and 24,150 dollars for a head of household.
Work permit
The H-1B cap is 65,000 new statuses or visas each fiscal year, plus 20,000 petitions for people with a U.S. master’s degree or higher. USCIS said on 17 July 2026 that both limits for fiscal year 2027 had been reached.
Benefits
The Social Security Administration estimates the average monthly retirement benefit for a retired worker at 2,071 dollars in January 2026, after a 2.8 percent cost-of-living adjustment. That is the estimated check for a typical retired worker, not a promise that every person receives that amount.
Housing
In most of the United States, the 2026 baseline conforming loan limit for a one-unit home is 832,750 dollars. A mortgage above that limit is not a loan Fannie Mae and Freddie Mac will buy at the ordinary cap. High-cost counties can go higher.
